The functional artwork responds to a location with a nearby natural area and a request for a solar, technological theme. It was developed in consultation with the National Renewable Energy Laboratory. The upper panel moves with the sun, so commuters see a change from morning to evening rush hour. The tower also responded to the four concrete pillars already present, mimicking their shape. The tower is split in the middle, denoting our sense that the present is forever separate from the past and future, and then tied back together with a stainless steel band, representing our sense that time flows continuously and endlessly. Its title is "The Silver Band of Present Time."
